This format is decided on transitions. Three things hold them.
Rooms are interchangeable
Every room gets an identical configuration for its size. A session moved the night before keeps the same connections and the same running order, with no gear to relocate.
Exhibitor needs are surveyed once
A single survey of power and network needs per stand, confirmed in writing before the build. That is what avoids last-minute requests blocking the aisles.
The quote shrinks without being rebuilt
Items are priced per room and per day, so a room or a day can be removed without renegotiating the whole thing when registrations come in low.

Technical direction
Twelve rooms drifting independently cannot be recovered from a registration desk. One person tracks the whole, arbitrates delays and talks to exhibitors on your behalf while you handle delegates.
Equipment rental
A conference needs the same kit multiplied by ten rather than one install. What matters is quantity available on the same dates and replacement stock on site, because a dead projector at nine is not replaced by a phone call.
Technical support
Your volunteers cannot troubleshoot a laptop that refuses to display. A presence distributed across rooms settles that kind of thing before it becomes a delay, and you never hear about it.
What a multi-room conference needs
